Ministerial Development Council discusses standardised financial procedures guide for federal government

The Ministerial Development Council discussed updates to its standardised financial procedures guide for the federal government, to make it the central reference for the employees of financial departments and federal authorities with regards to relevant legal regulatory principles, with the aim of improving government work performance, simplifying procedures, and achieving the satisfaction of employees working in federal authorities. The discussion took place during the council’s meeting that was held today at the Presidential Palace in Abu Dhabi, chaired by H.H. Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister, Minister of Presidential Affairs and Chairman of the Ministerial Development Council, which also discussed standardising the work of ministries and government authorities to be in line with the UAE Vision 2021 and improve government efficiency, to make UAE among the best countries of the world. "Achieving ongoing development and improving the efficiency of government work is a national priority and is key to achieving the nation’s goals. Standardising financial procedures to improve government performance reflects the efforts of the leadership to achieve progress and facilitate procedures," Sheikh Mansour said. The council also discussed the executive regulations related to decorations and diplomatic medals, which include granting decorations, medals, rights and privileges. It confirmed the requirements, standards and insignia for each medal, and explained that the current law on decorations and medals stipulates that they can only be granted through a decision by His Highness the President, based on a nomination by the Minister of Foreign Affairs and International Cooperation. The council then discussed the executive regulations of the "Single Day Court" system, which aims to speed up the adjudication of cases, especially simple criminal cases, through referring the accused to the Public Prosecutor’s Office to conduct an inquiry. The accused will then be referred to a judge at the Single Day Court, who will deliberate on the case and issue a ruling on the same day. The council discussed increasing the UAE’s financial contributions to the International Bank for Reconstruction and Development, IBRD, with the aim of strengthening the funding resources available to developing countries. It also discussed the ratification of a multilateral international tax agreement, the signing of trade services liberalisation agreement, and reviewed a semi-annual financial performance report on the implementation of the general budget of the federation and independent federal authorities for the 2018 financial year. The council further discussed several topics related to improving the services and work of various government ministries and federal authorities, as well as other topics on its agenda.
