Minister of State

In February 2021, HE Khalifa Almarar was appointed Minister of State.  In this capacity he manages Arabs affairs and the UAE’s relations with Arab countries, the Islamic Republic of Iran and the Republic of Turkiye, at the Ministry of Foreign Affairs. Within the frame of his work, HE is responsible for monitoring and assessing regional geopolitical developments in the MENA region, in addition to the UAE’s policy in handling regional crises. He also participates in the work of key regional organizations, including the Gulf Cooperation Council (GCC), the League of Arab States (LAS), and the Organization of Islamic Cooperation (OIC).

From 2018 to 2021, HE Almarar held the position of Assistant to the Minister of Foreign Affairs for Political Affairs, where he supervised the political sector at the Ministry of Foreign Affairs, and chaired a group of political consultation sessions with brotherly and friendly countries in the Arab region, Asia, Europe, Australia, and New Zealand.

Previously, HE Almarar served as the UAE Ambassador to several countries, including the Republic of Turkey (2016 – 2018), the Islamic Republic of Iran (2000-2009) and the Syrian Arab Republic (1990 – 1995). His work encompassed developing bilateral relations with the aforementioned countries and representing the UAE’s foreign policy goals  in  building strong friendly  relations and promoting mutual understanding with friendly countries. In addition, HE headed key departments in the Ministry of Foreign Affairs, serving as Director of the International Organizations Department (2009 - 2016), Director of the Gulf Cooperation Council Affairs Department (1995 - 1998), and Deputy Director of the Arab World Department (1986 - 1989). His mandate included participation in Arab and international conferences and drafting committees, preparing joint resolutions and statements, and advancing the UAE’s position and vision toward the joint Arab action and multilateralism.

Earlier in his diplomatic career, HE was appointed diplomatic attaché at the UAE’s Embassy in Tokyo,  (1978 - 1982), where he followed the progress of the relations between the UAE and Japan. Later, he was transferred to the UAE Permanent Mission at the United Nations (UN) in New York (1982 – 1986), where he contributed to the efforts of the UAE’s mission, especially in the UN General Assembly’s Third Committee which deals with social, humanitarian affairs and human rights issues. He also participated in international meetings and conferences, including the meetings of the Group of 77 (G77) & China, and the Non-Aligned Movement (NAM) meetings, among others.

HE Almarar holds a M.Sc. degree in Political Economy from the New School for Social Research (NSSR) in New York, USA.
