Since His Highness Sheikh Mohammed bin Rashid Al Maktoum assumed his duties as Vice President and Prime Minister of the UAE and Ruler of Dubai, the pace of launching comprehensive development programs has accelerated, demanding developing government work that drives progress at all levels, and paving the way for the UAE to rank among the best countries worldwide. The UAE government has shaped the future by launching national visions and government strategies that define priorities, enhance integration and open new horizons for future aspirations in line with the ambitions of the UAE’s wise leadership.

In 2007, the UAE witnessed unique achievements at the regional and international levels by His Highness Sheikh Mohammed bin Rashid Al Maktoum. On April 17th, His Highness Sheikh Mohammed unveiled the UAE Government Strategy (2008-2010), the core message of which is achieving sustainable development in all fields, effective investment of federal resources, and ensuring follow-up, accountability and transparency in the work of government entities. The strategy required the development of ambitious 3-year plans for federal entities, whose performance would be monitored to ensure the achievement of the set goals. 

In 2010, the UAE government launched the UAE Vision 2021, which aims to make the UAE one of the best countries in the world by the year 2021, at the time the nation celebrates the Golden Jubilee of its formation as a federation. The UAE Vision 2021 represented a leading model of long-term visions for governments and countries in the region, which followed the UAE’s example based on its pioneering experience and inspiring achievements. Later on in 2014, His Highness Sheikh Mohammed bin Rashid launched the "National Agenda", a roadmap to achieve the UAE Vision 2021, with 7 main priorities and ambitious national indicators to enhance the UAE’s position and promote its global competitiveness.

Based on his belief in the importance of investing in Emirati youth and equipping them with the best skills and knowledge in response to rapid changes, His Highness Sheikh Mohammed bin Rashid Al Maktoum launched the "UAE Centennial 2071" in September 2017, which aims to make the UAE the best country in the world by the centenary of its establishment. The UAE Centennial represents a comprehensive, long-term vision spanning five decades, derived from the historic speech of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, for future generations, which he delivered in March 2017. In this speech, His Highness outlined the broad lines for building the future UAE and paving the way for future generations.

In the second half of 2021, His Highness Sheikh Mohammed announced a new approach to government work, aiming to accelerate achievements and focus on major transformational projects. His Highness further issued directions to adhere to the 10 principles of the UAE adopted by the UAE President for the next 50 years in government work, plans and programs over the next phase.

In November 2022, His Highness Sheikh Mohammed launched "We the UAE 2031", the new national vision through which the UAE completes the development process over the next decade. All the UAE entities collaborate to achieve “We the UAE” vision, which represents the first stage of work towards the UAE Centennial.

During the UAE’s developmental march, and since the launch of the UAE’s first government strategy in 2007, the government has been developing federal strategic plans that contribute to achieving the national vision along successive strategies. In addition, the UAE has enhanced its development progress, competitiveness and future readiness in priority areas by launching strategies that have resulted in leapfrog initiatives and projects that have contributed to the UAE’s remarkable development beyond frontiers.

Since its establishment, the United Arab Emirates has witnessed 14 Cabinet formations, including 8 headed by His Highness Sheikh Mohammed bin Rashid until 2021. The government of His Highness Sheikh Mohammed witnessed the announcement of 8 formations in 2006, 2008, 2009, 2013, 2014, 2016, 2017, and 2020, in addition to 3 ministerial amendments aiming to keep pace with global changes and developments, reflecting the UAE government's agility and adaptability to keep pace with national priorities and future trends, in order to achieve the UAE's development goals.
