Strategic planning is an integrated system implemented through sequential steps, serving as an important tool that helps institutions in both the public and private sectors to define their visions, ambitions, and the future image they aspire to achieve. In the public sector, strategic planning aims to ensure that these visions and ambitions are translated into realistic plans and tangible projects that lead to significant advancements in the development of government operations, enhancing competitiveness, adding value, and achieving medium- and long-term goals.

In line with global best practices in this field, the Government of the United Arab Emirates (UAE) has periodically launched several strategic cycles characterized by continuous development in the methodologies used. These cycles have formed the umbrella for the teams across all federal entities to work collectively toward achieving the nation’s ambitions and vision. The latest of these was the UAE Government Strategy 2017-2021, which represented a critical phase in realizing the UAE’s vision and national agenda indicators.

As part of its preparation for the journey toward achieving the "We the UAE 2031" vision, the UAE Government launched the Government Strategy 2022-2026 with an updated methodology that represents a significant evolution in the way strategic plans for the federal government are developed and managed. This methodology adopted a series of changes aimed at enhancing strategic work to align with the government's future aspirations. This approach to strategic planning and management of plans is characterized by a focus on doubling speed and efforts, prioritizing strategic objectives and transformative projects that achieve greater results in shorter periods. It also emphasizes continuously anticipating and capturing opportunities, making significant leaps in the UAE’s competitive advantage.

Moreover, this methodology seeks a fundamental transformation, achieving flexibility in reviewing and adjusting strategic plans and projects to adapt to changing priorities, emerging trends, and global developments, reflecting the UAE leadership’s directives in enhancing the nation's leadership and competitiveness, and preparing for the future and its continuous changes.

To achieve this, this strategic planning and management methodology is distinguished by a strategic approach based on continuous planning, strategic thinking, flexible resource management, and finding unconventional solutions for resource provision. Additionally, it emphasizes effective implementation, rapid achievement, and impactful measurement and evaluation based on the strategy's effect on the quality and well-being of society and human empowerment.

General principles for the strategic system in the state were also identified to be entrenched in all federal entities, including achieving national integration, ensuring the participation of all stakeholders in the strategy, focusing on priorities in implementation, relying on evidence and information, and ensuring readiness and flexibility in facing any future changes or challenges.
